Hawaii Gov. Linda Lingle has signed a bill that prohibits the distribution of untaxed cigarettes via telephone, mail order, the Internet, or other online source.
The law makes it a class "C" felony to import more than 1,000 cigarettes into Hawaii without the proper tax stamps affixed to the product.
It also limits to $150 million the value of bond that tobacco companies must post to stay a judgment during an appeal.
The governor also signed a bill authorizing counties with a population over 500,000 to assess impact fees and to transfer revenues to a new state special fund.
The bill, which affects only the City and County of Honolulu because of the population clause, will allow the state to get more than $3 million that Honolulu has collected from developers in the Ewa plains area.
